Биография.
Валерий Грачёв родился в Архангельске, России в 1949 году. В 1956 пошел в школу в г. Ленинград, а позднее вместе с семьей переехал в Днепропетровск на Украину. Окончил школу в Киеве и в 1966 поступил Киевский Архитектурно Строительный Институт с последующим выпуском в 1972.
