Дмитрий Леонидович Юлкин родился 2 ноября 1971 г. в г. Черепаново
Новосибирской губернии.
С 1979 г. живет в г. Пскове. С 1991 по 1994г. обучался в профессиональном лицее № 14 г. Пскова по специальности художник росписи по дереву.
В том же году окончил курсы при Московской народной академии изобразительных искусств на отделении станковой живописи и графики.
